Meta ads guide
How Much Do Meta Ads Cost for a Small Business in Pakistan?
What decides the cost of Facebook and Instagram ads, and how to pick a first budget without guessing.
There is no fixed price. With Meta ads you choose the budget yourself, and you pay it to Meta, not to an agency. What you pay in total has two parts: the ad budget that Meta charges, and the fee of whoever sets up and manages the ads for you. This guide explains what moves each part and how to pick a first budget without guessing.
The two costs
1. Ad spend, paid to Meta. You set a daily or a total budget for each campaign. Meta shows your ads until that budget is used. You can raise it, lower it or pause it at any time. A good agency never takes it into its own account, and never mixes it with its own fee.
2. Management, paid to your agency or freelancer. This covers planning the campaign, building it, testing audiences, adjusting while it runs and reporting. At Ujaagar Digital this fee is separate from ad spend, and the scope and price are confirmed in a proposal before anything starts.
There is a third cost people forget: creative. Ads need images, videos or short reels. If you do not have them, someone has to make them, and that is its own piece of work.
What decides how far your budget goes
Meta does not publish one price for Pakistan, because the price of a result changes with:
- Your goal. Getting people to see a post, to message you on WhatsApp and to buy something are different goals, and they cost different amounts.
- Your audience. A narrow audience can cost more per person than a broad one. A very small audience can run out fast.
- Competition. When many businesses chase the same people, for example before Eid or during a sale season, showing an ad costs more.
- Your ad itself. Clear, relevant ads usually perform better than confusing ones, and Meta tends to reward ads that people respond to.
- Your offer and your page. If people click but your offer is unclear or your chat reply is slow, you pay for interest that does not turn into customers.
Because of this, any number quoted without knowing your business is a guess. Be careful with anyone who promises a fixed number of customers for a fixed budget.
How to choose a first budget
- Decide what one new customer is worth to you. Take the profit from an average sale, not the price tag. This tells you how much you could spend to win one customer and still make sense.
- Decide how many enquiries you need to learn something. Ads need some time and some results before you can judge them. A budget that is too small to produce any enquiries teaches you nothing.
- Start with an amount you can afford to lose. Treat the first weeks as testing. Run one clear offer, one or two audiences and a few versions of the ad.
- Review on a schedule. Look at the results once a week, not every hour.
How to know if it is working
Measure what you care about, not only what Meta reports.
- Cost per enquiry = what you spent divided by the number of real enquiries (WhatsApp messages, calls, form submissions).
- Cost per customer = what you spent divided by the number of enquiries that became paying customers.
Ask every new customer how they found you, and write it down. If your chats come from WhatsApp, a short pre-filled message or a note in your first reply helps you tell where they came from.
If the cost per enquiry is higher than you can afford, change one thing at a time: the offer, the audience or the ad. Do not switch everything at once, or you will not know what helped.
Common mistakes
- Starting with no clear offer, only "visit our page".
- Changing the ad every day, so the system never settles.
- Sending people to a slow or confusing page.
- Ignoring replies. An ad that brings messages you answer two days later wastes money.

FAQs
Quick Answers, Plainly.
Something else? Send us a message or ask on WhatsApp.
Is ad spend included in your management fee?
No. Your ad budget is paid directly to Meta. The management fee covers the work of running your campaigns and is confirmed in a proposal.
Can I start with a small budget?
Yes, as long as it is enough to produce a few real enquiries so you can judge the ads. Meta also has its own minimum budgets that depend on the campaign type, so check what Ads Manager shows for your account.
Can you guarantee leads or sales?
No. Results depend on your offer, market, ads and budget. A fair agency plans carefully, tests, and reports honestly, but cannot promise specific outcomes.
How long before I know if the ads work?
Judge over a few weeks, not days. Give each version of the ad time to gather results, then keep what works and stop what does not.
